There are several international organisations that are present in countries around the world that have a board of certified plastic surgeons. For example, the International Society of Aesthetic Plastic Surgery (ISAPS) has a board of certified plastic surgeons present in 86 countries around the world. It was founded almost 40 years ago at the United Nations in New York to promote safe cosmetic surgery practices and an avenue for surgeons to discuss the latest cosmetic happenings and scientific technology. To qualify for membership in ISAPS, plastic surgeons have to undergo years of surgical specialty training, pass qualifying and certifying examinations in their respective countries (board certification), and be members in good standing in their national societies of plastic and aesthetic surgery.

Another international board you can check is the International Board of Cosmetic Surgery (IBCS). This non profit association conducts examinations around the world and applicants have to go through a stringent series of tests and procedures before they are certified.
For organisations, they have a list of doctors and surgeons who have been certified and also provide other tips before you go for any liposuction or cosmetic surgery.
